	  <title><![CDATA[International Classification of Diseases (ICD) RT @eqpaho]]></title>

<p>
	ICD-10 was endorsed by the Forty-third World Health Assembly in May 1990 and came into use in WHO Member States as from 1994. The classification is the latest in a series which has its origins in the 1850s. The first edition, known as the International List of Causes of Death, was adopted by the International Statistical Institute in 1893. WHO took over the responsibility for the ICD at its creation in 1948 when the Sixth Revision, which included causes of morbidity for the first time, was published. The World Health Assembly adopted in 1967 the WHO Nomenclature Regulations that stipulate use of ICD in its most current revision for mortality and morbidity statistics by all Member States.</p>
<p>
	The ICD is the international standard diagnostic classification for all general epidemiological, many health management purposes and clinical use. These include the analysis of the general health situation of population groups and monitoring of the incidence and prevalence of diseases and other health problems in relation to other variables such as the characteristics and circumstances of the individuals affected, reimbursement, resource allocation, quality and guidelines.</p>
<p>
	It is used to classify diseases and other health problems recorded on many types of health and vital records including death certificates and health records. In addition to enabling the storage and retrieval of diagnostic information for clinical, epidemiological and quality purposes, these records also provide the basis for the compilation of national mortality and morbidity statistics by WHO Member States.</p>

	  <title><![CDATA[Aplicaciones Open Source en el ámbito de la Salud y Sanidad]]></title>

	Desde mi incorporaci&oacute;n a este grupo (FeSALUD &ndash; Fundaci&oacute;n para la eSalud) hemos tenido un fuerte inter&eacute;s en tratar de obtener un mapa global de apliccaciones/framework libres, de esta forma llevamos construyendo redes (redes.epesca.org) para comunicarnos y crear sinergias que permitan saber que se hace, como se hace y sobre todo que hay por hacer.</p>
<p align="JUSTIFY">
	Sirva este documento como un reflejo de lo que pensamos un mapa global de salud open source en el que invitamos al lector a participar en la red social y poder mejorar y ampliar, para ello se puede modificar la p&aacute;gina, &eacute;sta es una recopilaci&oacute;n recogida de varias web y por las que espero que entre todos construyamos un mapa completo de aplicaciones libres relativas a la e-salud.</p>
<p align="JUSTIFY">
	Los recursos usados para su b&uacute;squeda han sido muy meditados en incluso la forma de categorizaci&oacute;n ha sido seleccionada en base a aportaciones de profesionales de la salud en Internet.</p>

	  <title><![CDATA[Escenarios de monitorización y tratamientos remotos de la salud]]></title>
	  <description><![CDATA[<p style="text-align: justify;">
	HOLA, ENISA public&oacute; el pasado a&ntilde;o un informe que presenta los riesgos potenciales en escenarios de monitorizaci&oacute;n y tratamiento remotos de la salud. </p>
<p style="text-align: justify;">
	Este informe puede ser importante para el proyecto Tratamiento 2.0 particularmente el/los paquetes de demostraci&oacute;n de monitorizaci&oacute;n de personas con diversas patolog&iacute;as cr&oacute;nicas. El informe es el resultado de la evaluaci&oacute;n de dichos riesgos emergentes dentro de un escenario de simulaci&oacute;n y su posterior an&aacute;lisis. </p>
<p style="text-align: justify;">
	Este escenario de eSalud es el primero de una serie que ser&aacute;n desarrollados y analizados por un grupo internacional de expertos. Se han identificado 14 riesgos reflejados en el informe. Se subraya, adem&aacute;s, la importancia de establecer un acercamiento paulatino a las soluciones basadas en la eSalud para obtener un claro beneficio de las mismas.</p>

	  <title><![CDATA[Telehealth and Mobile Communications: The New Frontier in Modern Emergency Preparedness RT eqpaho]]></title>
	  <description><![CDATA[<p>
	The aftermath of the earthquake in Haiti revealed how new &ldquo;telehealth&rdquo; technologies and mobile communications can literally be the difference between life and death when large-scale disaster strikes. While interest in these innovations has increased at the state and federal level, real-world use of, and investment in, these emergency management tools has been limited.</p>
<p>
	On April 19, the Brookings Institution will host a policy discussion on how health technology, mobile communications and telehealth can spur more efficient and effective care for disaster survivors, as well as better equip first responders. The event will also focus on the investment required to support a technologically enhanced emergency preparedness system. Darrell West, Brookings vice president and director of Governance Studies, will moderate a panel of disaster relief and emergency management experts including Alexander Vo of the University of Texas at Galveston, Marion Orr of Brown University, and Joe Becker of the American Red Cross.</p>
<p>
	After the program, panelists will take audience questions.</p>

CrisisCommons brought together programmers to develop applications that can help people on the ground to, for instance, find earthquake victims buried under rubble. Geo-Can uses high-resolution optical, thermal infra-red, topographic images to assess building damage. Ushahidi is a platform that was originally developed to report violence after the 2008 elections in Kenya. The program has now spread widely and is used in very different contexts such as election monitoring, reporting of corrupt behavior by officials, or tracking the stockouts of essential medicines in Eastern Africa.</span></font></p>

	  <title><![CDATA[Merge Healthcare Solutions Foster Interoperability RT@HL7Tools]]></title>

	Health care providers are becoming well versed in the language of information technology. Concepts like health information exchange (HIE) are widely understood and adopted as health records must be shared across and among organizations. Another term, &quot;interoperability,&quot; is also moving from the IT glossary to medical usage. </p>
<p>	&quot;Interoperability is really a tool, solution or method of resolving a problem,&quot; said Toni Skokovic, VP Product Management, Merge Healthcare, OEM Division. &quot;It is really about driving an efficient health care system --from a cost perspective-- where money spent on health care delivery by and large is utilized on the care delivery itself.... Another aspect is enabling a more effective health care system in that all of the decisions that are made over the course of care delivery are done on the basis of having full access to all of the information available about the patient.&quot; </p>
<p>	When everything is clicking along, any health care provider could access patient history, medications, test results, medical images, etc. on any device including a smart phone. Whether it&#39;s a family doctor, specialist, or post-operative care giver, everyone would be on the same (electronic) page. </p>
<p>	&quot;For us to think about interoperability, we take as broad of a data scope as possible of the full information domain around a patient. When we talk about information we are talking about anything from initial encounter records about initial complaint, to laboratory results, to diagnostic images and results, pathology images and results, to any sort of cardiac assessment analysis. Combining all that together to complete the picture of the patient&#39;s particular situation or a continued history, which is extremely important for chronic condition [management],&quot; Skokovic said. </p>
<p>	The reason this degree of medical intelligence is possible today, is because several data standards have become widely accepted, allowing information sharing of software products from many companies. Two of these standards are DICOM for medical imaging and HL7 for patient record data. </p>
<p>	&quot;A lesson learned from the financial and insurance industries and all the commercial domains that have fully embraced information technology is that proprietary formats and integrations lead to very expensive migrations that work to the detriment of the users. So this is where interoperability based on standards is a key element to enabling innovation in health care technology,&quot; he said. &quot;The good news is that over the last 10 to 15 years, emergence of standards-based interfacing has progressed ...Which is a great foundation to start a practical, working, implementation of interoperability. We already have a good enough starting point for sharing what is available and that adds tremendous value.&quot; </p>
<p>	Merge Healthcare Solutions </p>
<p>	Merge has leveraged its roots in diagnostic imaging and invested substantially in R&amp;D to build a service-based platform for diagnostic information exchange. The company&#39;s Cedara WebAccess&trade; solution delivers critical diagnostic results throughout the continuum of care in a &quot;zero client&quot; configuration over the web, on any device. </p>
<p>	Customers for this software product include EMR/EHR vendors or IT integrators who enjoy letting Merge handle the technical intricacies of DICOM/HL7/XDS standards. </p>
<p>	&quot;WebAccess is a web application that does all of its image processing and communication on the back end, which makes it amenable to any number of implementation scenarios including hosted, mobile phone implementations, anything that is browser based; and we&#39;re looking forward to trying it out on Apple&#39;s new [iPad] tablet,&quot; Skokovic said. </p>
<p>	The way it works is that image rendering, DICOM interfacing, and federation of multiple sources all take place on the server side. To see reports and images, the user needs only an Internet connection and a browser, no plug-ins, hence the term &quot;zero client.&quot; </p>
<p>	Merge will showcase Cedara WebAccess at HIMSS10 this week along with the rest of its portfolio. </p>
<p>	A particular attraction for customers is Merge&#39;s philosophy of working with existing systems to bring customers along in advancing their health information technology. </p>
<p>	&quot;Where we at Merge feel we make a big difference compared to other vendors is we can go in and say &#39;Leave everything as is.&#39; We will just connect it and enable the access as a portal with their existing portal across the enterprise and provide them a better integrated workflow for the system that they have,&quot; Skokovic said. &quot;So from that perspective we believe that there is enough in maturity and experience with standards-based interoperability to make this happen without causing any pain, but rather removing a layer of pain away from health care enterprises and allowing them focus on patient care.&quot;</p>

	Mission</h2>

	Our mission is to revolutionize healthcare delivery in remote areas through innovative mobile information services that improve patient access to medical specialists for faster, high quality, and more cost effective diagnosis and intervention.</p>

	Based on the work and contributions of students, volunteers, partner organizations, and sponsors, Moca offers an open source data collection and collaboration platforms for clinical research and best practice health care delivery for underserved rural populations.</p>
<h2>
	The Problem</h2>
<p>
	One of the largest problems facing the developing world is a lack of trained physicians. While there is not a shortage of untrained or semi-trained workforce, many health workers in many developing nations are not able to dispense adequate care due to a lack of expertise.</p>
<p>

	Issues in delivering affordable and effective health care in developing countries include: lack of skilled or semi-skilled health care workers for accurate screening and referral; lack of a permanent and portable record of a patient's medical history; lack of medical diagnostic devices; poor supply chains for replacing medical equipment; poor treatment compliance; slow rates of information flow; and lack of quality auditing to identify bottlenecks and quantify health care improvements.</p>
<p>
	NGOs and social entrepreneurs are starting to build their own models to solve different types of medical challenges all over the developing world using the power of mobile solutions. Our system provides an instant infrastructure to capture media and patient information using whatever method is appropriate to the locale, and send it to a centralized server with sophisticated workflow management and diagnosis software. The system is turnkey, allowing for easy integration with existing systems. In addition, it is completely customizable for any organization.</p>

	Our Solution</h2>

	Moca, is a student organization based at the Massachusetts Institute of Technology (NextLab, Center for Transpotation and Logistics, Engineering Systems Division) that offers an end-to-end system that seamlessly connects health workers to medical professionals. In addition, the group assists its partner organization with implementation through collaborative innovation. The team consists of volunteers with diverse background – medicine, computer science, clinical informatics, health policy, social sciences, and business and operations management. It strongly believes that there is a need to bring together experts from various disciplines in order to design an operating system around the delivery of care that is facilitated by mobile technology. The technology is a crucial but is not the sole component of the solution. It is the centerpiece of a learning system that is designed not only to improve clinical outcomes, but the health delivery process itself.</p>
<h2>
	Why Moca?</h2>
<p>
	Moca recognizes that using mobile technologies for telehealth in developing nations requires dealing with many standards, different networks and local challenges ranging from intermittent connectivity and cultural differences. Our system provides an instant end-to-end infrastructure for media-centric remote decision support by experts . Packetization, a synchronization model, and multi-modal data transport allow Moca to operate even in poor cellular coverage areas. While the system is mobile-centric, it is designed to provide alternatives such as WiFi and tethered uploads for bandwidth-constrained situations.</p>

	Moca also realizes that few instantiations of remote medical diagnostics are the same. Unlike hodge-podge solutions, Moca is highly customizable, allowing organizations to design their own applications. These applications can be dynamically loaded onto phones running Moca, and they can be shared between other organizations.</p>
<p>
	We understand that user interface is extremely important, that's why the Moca interface has been laboriously engineered for ease-of-use and clarity. By leveraging Google Android's API, Moca offers a highly usable and inviting interface.</p>
<p>
	Another reason to use Moca is because of its commitment to Open Source. The Moca platform is released under the GNU GPL, allowing people to extend, improve, and tweak the system as they choose. We feel that the best way to innovate is through open innovation, allowing organizations, universities, and companies to contribute to Moca.</p>

	  <title><![CDATA[Health 2.0 - Salud 2.0: una (posible) categorización]]></title>
	  <description><![CDATA[<p>Un poco con retraso respecto a lo que me hab&iacute;a prometido, aqu&iacute; est&aacute; la prometida lista con todas las iniciativas 2.0 que he localizado en el sector de la salud.
