Dear colleagues-
For those interested in mHealth, I wanted to pass along White Paper
that my research team at Columbia recently launched with support from
the mHealth Alliance[*].
Still in its infancy, mHealth - the use of mobile technologies for
health - runs the risk of not realizing its full potential. This
report identifies policy barriers and research gaps that undermine the
field of mHealth and offers recommendations on how to strategically
maximize its benefits. The policy paper Barriers and Gaps Affecting
mHealth in Low and Middle Income Countries provides an in-depth
analysis of the current challenges and obstacles hindering the
meaningful implementation and scaling of mobile health (mHealth)
projects aiming to strengthen health systems and attain global health
goals.

HIFA2015 profile: Patricia Mechael's primary interest is the use of
mobile technologies for health-related communication and access to and
transfer of information in developing countries. She completed her PhD
at the London School of Hygiene and Tropical Medicine in 2006 focusing
on the role of mobile phones in improving access to health services
and health service delivery in Egypt. She is currently based at the
Earth Institute at Columbia University and serving as the Coordinator
for Mobile Telephony Integration for Health for the Millennium
Villages Project. Her consulting clients (past and present) include
CARE, the Johns Hopkins Center for Communication Programs, the
International Center for Research on Women, the WHO Global Observatory
for eHealth, the Consortium of Communication for Social Change, and
the African Medical and Research Foundation
*Note from HIFA2015 moderator: This 79-page paper covers five themes:
1. Treatment Compliance
2 Data Collection and Disease Surveillance
3. Health Information Systems and Point-of-Care Support
4. Health Promotion and Disease Prevention
5. Emergency Medical Response
Key points are identified and explored for each theme. For example,
the key points for 'Health Information Systems and Point-of-Care
Support' are (page 30):
- Few studies investigating health information systems and
point-of-care support tools for health workers in LMICs were found,
indicating a need for further research in this mHealth thematic area.
- Mobile technologies in LMICs have been found to increase
communication between health professionals and community health
workers for advice and consultations, resulting in a collaborative
support system and better patient care.
- Electronic Medical Records are a key aspect of health information
systems; however, no literature was found that supported the use and
development of Electronic Medical Records on mobile phones. This
foundation is a key cornerstone to mHealth development, which has the
potential to inform health professionals not only as a point-of-care
support tool but also as a method for collecting data and developing
treatment compliance and disease management programs.
- The primary barrier found to implementing health information systems
and point-of-care support tools is clinician resistance. Mobile phones
may enable access to information easier, but not necessarily faster,
depending on the level of integration of systems, which stands to
significantly hinder adoption.
- Studies investigating the benefits of telemedicine found that rural
health professionals had more learning opportunities in addition to
consulting physicians for uncertain diagnoses.

tive enslavement. The annual death toll from poverty-related causes is around 18 million, or one-third of all human deaths, which adds up to approximately 270 million deaths since the end of the Cold War.
